Buying links will always work, and people are unlikely to tell you in public what is working for them but generally you should be leaning more towards building an authoritative site, lots of good content. No more using your main keywords too much, partial match works great now and you can keep your keywords extremely diverse while giving juice to your main keywords still. Links from high authority domains, and having a high authority domain yourself are somewhat of a staple at this point.

Indeed it does, and being that G has pretty much nothing else as relevant and meaningful as inbound links with which to determine ranking, I don't imagine that links will ever cease being relevant. As for obtaing links; if paying for them gets you good quality links, then sure - 'buying links works'!

That's my opinion. Being that I don't have a monopoly on being right, I could be totally wrong.

Yes buying links still works.

If it didn't Google wouldn't waste time trying to deindex paid link networks. Because why bother if they dont work.
