Does buying an old facebook ad account sort this problem??

I recently just started with fb ads and all my ads got were working till a few days later they all got rejected with my ad account banned/restricted. Tried creating another whole fb account and it repeated the same process.

I break their copyright policies as I was push ads for a movie streaming website.

The question is I know of an account that does exactly what I do and they run ads just fine. I mean I see their ads almost every day (on instagram mostly). Why do I get banned for the same thing. How has this person managed to dodge facebook policies and run ads. Is there anything am unaware of or sth I can do??
