Yes, your account can be flagged if they detect any suspicious activity like change of the location or changing the account details. If you are doing so, make sure to keep the process slow and don't change all the information immediately after purchasing the account.

Thanks, that's good to know. I am planning to purchase a few US based accounts, would you suggest to use VPN / proxy to continue the ownership transition?

Not systematically, but in my experience it's not worth it.
-> It depends on how the account was created (desktop? mobile?) with what kind of proxy, with apple ID or email?
Take a look at the marketplace, there are a few sellers who sell good accounts, but otherwise be careful, it quickly becomes a game of chance.
My advice would be to find a good process and pay a VA to do it.

Never go with VPN for any social medias. Buy a sim card
