As for Twitter acting that way after boosting well there’s no hard proof, but some users do feel like engagement drops when they stop paying. Could be algorithmic or just perception. Heck, might even be correlation-causation.
I'd say use boosts strategically rather than all the time, and keep your organic content strong either way. When exactly is a strategic use? Hard to say since I just go by vibe which isn't very analytic.
