The short answer is no; Google has ultimate authority over the blog. They let you use it for free so they can get content. In return they allow you to monetize that content. Play by Google's rules and they'll leave you well alone.

The safest thing is to start feeding it daily with fresh, relevant articles.
Then after a month or two, you can gradually start incorporating adsense
and Amazon product reviews. All the while, keep on adding fresh, relevant
content. This kind of gradual method will greatly reduce the chances of
Google shutting your blog down.

Blogs you post on blogspot will never be blocked as long you are abiding to the rules set by Google. Also, in using the blog in your email marketing. Make sure that it will not go directly to spam for it may lead your blog to be blocked if the readers will report it as spam mails.

Once I tried to rank a blogger blog and actually did pretty well. It was an amazon product review and I ranked it #3 with good daily traffic.
All of a sudden Google shut it down. Since it wasn't anything serious but just an experiment I didn't investigate why exactly but I had no adsense on it.
