Yes some still do. Usually if the Blogger uses a custom TLD. The Blogger subdomain has been spammed to death over the many years it has been around. Something to keep in mind.

Yes if done correctly blogger blogs ending with .blogspot.com can rank and can get views organically like other blogs. However, I would still recommend you get a dedicated domain name and spend some money on hosting. You don't need to buy expensive hosting, you can get away with any cheap hosting. Look for this hosting section on the marketplace. You can find some cheap hosting. Otherwise, you can go for Namecheap basic hosting or Hostinger.
Having a brand name in the domain and with a top-level domain extension like .com or .net. will make your site look more credible. It's even more important when you are trying to sell only tools rather than just sharing information as a blog.
So I would still suggest you buy a domain for cheap, cheap hosting and install WordPress, set up your site, and install Woocommerce. You just need to spend some bucks for the domain and hosting.
You can easily learn WordPress and setting up woocommerce on YouTube. It's free and easy to learn actually.

Why not? If you do it right, yes! But, I would still recommend WordPress over it.
Buy the domain of your brand, get a decent hosting of your choice, and then work on it.
Might take some time.. But, still work the it.

If you see top results for popular keywords, it is hard to see blogger blogs. All the top sites are either wordpress or custom coded.

You can rank blogger blogs also with good content and enough back links. But as you are already going to spend for seo, better go with word press which is a better platform for right seo.

They do rank but it's like 1 out of 100 websites. The content is also generally different from normally searched queries.

I dont think its worth it, unless you connect it with an expired domain (even then its a gamble anyways).

Blogger can be used but do not expect lot of views on such blogs. It is hard to rank even custom create blogs, so chances of blogger blog ranking is very less.

I use Blogspot as tier 1, and I really don't care whether they rank or not since they're my buffer sites to the money site. I blast GSA with contextuals to get indexed, and the money site passes on all the decent juice. By the way, to answer your question, I recently noticed some of my Blogspot sites are ranking and getting real traffic, so the answer is yes, but it depends on the niche you're going to use.

Blogger blogs no longer rank well. So you should go with wordpress instead.
