Its better for tier two links, some people still use for tier one if manually done and are high quality and niche related. Yeah, blog commenting still works.

Yes they still work. They must be part of a larger SEO strategy and of course you need to be smart when you are building blog comments looking out for strong metrics, low OBL, related content and so on.

I have gotten engagement and appreciation from blog authors for commenting on their blogs. Sometimes, they link to my blog. It takes time to build rapport though.

EVERYTHING works in 2016. Just don't do too much of any one thing, or do it in a really obviously shady way, and you will be fine. People tend to overthink these things...

Any kind of links "still work in 2016", but quality gets more important every day. So for your money site & tier1, do it by hand on non-spammy websites!
