Black hat techniques are using very aggressively in 2024 as well. If you following the tactics properly with expert plan you won't get penalized by Google easily.

Black hat techniques will work irrespective of the time as like Google is upgrading its algorithm Black hat techniques are also getting evolved.
My suggestion is to use those as tire 2 links instead of using those directly to your money site. and there is no timeframe for Google to find it it may be with the next algorithm update or even early when it crawls your site.

There are so many BH techniques that work just fine.
Can you tell me what I should not do about over spam. Please guide me as I am new in this field.

I don't know whether it's Black Hat or Grey Hat,
but tiered link building has been working from the start until now. I started tiered link building with tools like Senuke, Magic Submitter, Sick Submitter, and now GSA SER and SEO AutoPilot or RankerX.
I mostly use GSA SER as it has a one-time fee, but I still purchase SEO AutoPilot or RankerX from time to time, especially when I build new websites.
The most important key is the ratio of anchor text: brandable anchor texts to main focus anchor texts.
Afterward, try to index them with a blast of tier 2 links or just use an indexer. Make sure to use a good verified link list and high-quality content (nowadays content management is super easy with AI).

What’s your real objective? Are you aiming to rank on Google using blackhat techniques, or are you looking to get penalized by Google?
Your question seems focused only on the possibility of getting penalized by Google. BTW you can do both by using backhat techniques.
Also we cannot predict how long its takes to get caught by google.
If you want to rank by using blackhat techniques then you have to play safe. Do a proper keyword research and get good backlinks to your site. Divercify the backlink types and drip feed the links on a daily basis. Don't get bunch of days in a short period of time. And keep monitoring your backlinks!

The forum is full of stuff. There have been a million different black hat techniques over the years, it would take me till the end of days to list them and whether they work or not.
Ultimately, in the eyes of Google, any action done for the sole purpose of increasing search rankings is black hat so building backlinks to improve ranks is black hat, yet everyone does it. If you do not build backlinks you will never get anywhere, you need to be involved in that black hat technique at the very least.
Onsite keyword stuffing is an example of a BH technique that was once all the rage but is mostly ineffective these days.

It's working and it also depends on the quality of the backlinks. If you overdo the low quality links in a short period it will lead to a penalty sometimes. You can focus on creating the links from relevant quality websites with diversified anchor profiles.
