Yes it is still working . Even those who used whitehat services in past have shifted to blackhat practises now because Google does not favor bloggers now.
 
You have to do it smartly. You should not leave any clues for Google, it should appear as organic link building.

Which is why BH marketers commonly use the tactics for short term campaigns, then roll over into a different short term BH campaign to minimize detection by Google. No algorithm will ever be smart enough to catch up with smart short term scheduling that already factors it in. And as many WH marketers will relate, constant G updates are having the effect of destabilizing the "long-term credibility and rankings" of WH sites.

Bottom line is this has resulted in making all IM marketing efforts (BH or WH) a short term affair, where the efforts are subject to ongoing changes. You have to change BH tactics quickly to stay ahead of the algorithm, and you have to modify WH tactics to master the current update's algorithm before it changes again. This makes the whole BH-WH debate moot, as we are all short and medium termers now.

Blackhatseo is still very effective, but you can't rely on them for long-term.

Those techniques which you mentioned do not work anymore. But other blackhat seo techniques do work.
