Illegal it's something against law and you can be civil/criminal punish.
Blackhat it's something you do against a platform ToS or Policy and it can be punishable by kicking you out of the platform.
However, if you do a fraudlent act who can financially damage the platform in a large scale you can be sued to restitute de "damage".
By being sued, it can turn into a civil case at court, however it's not illegal by going to court, it's only a possible restitution for the damage someone caused by their blackhat performance.
This is very resumed.

Sometimes yes, aometimes no. I think most of the times its no.
Other than that, many here do fraud and such, which is a crime. But thats widely accepted on this forum.

Using algorithmic loopholes to reach a desirable result, in that case, a ranking boost, is blackhat.
Is it illegal? Nope! Is it deceptive? Yes!

It really depends in what situation you're in, and what jurisdiction. Blackhat programmers are usually seen as people who make phishing sites, make malware etc, where as Greyhat programmers mainly exploit things without really playing by the rules, and then white hat; the same as for SEO, completely legal, by the rules and law.

Depends on where it's being used, for example in Hacking, BlackHat is considered illegal, because of why, how, when it's being put to use. while whitehat is considered legal, if done with target's concent, or as part of a job, to test security and so on.
in other terms, blackhat symbolise now for the " other" way around, taking shortcuts, to achieve certain goals in less time that it usually takes when using the normal methods.
there is still a debate for how legal is that, but as long as you are doing things for your own, on your own websites, your own articles, whatever.. and not harming others or gaining unwanted access, it's legal.
