Does backlinks on other languages can help in rankings?

Does backlinks on other languages can help in rankings? I found someone from my country and he accepted for link exchange with my website but my website is in english language, does that matters or not?

If you want to build a backlink for a Chinese website that has Chinese content, indeed, it will count as a backlink.
But keep this in mind: If an English speaker comes to the Chinese Website Through the English "Backlinks" and sees the Chinese content= Bounce Rate 100%
This is just an example.

The backlink counts - though it might be considered spam at some point due to the lack of "the same language content"
Basically it won't have any positive effect upon the respective website, even more than that, it might affect in a negative way by the time.

fair point, how many English users will stick around on a site that leads
with a language they cant read or understand, retention could be low

You need to check the anchor, while it won't have the same power as the sites with the same language if you use the anchor in your language it can be used anyway

No penalty, but it may or may not help, and any work on backlinks can hurt your site if done wrong.

Footers links are not worth much. Though backlinks in other languages help in ranking in other languages
