How important is back link relevancy or it doesn?t matter at all. I saw people are posting different urls for back linking but I read it in different forums that Google even don't consider if its not relevant. Can some body enlighten this.

I would be very careful citing that article as proof. Angela is selling a service to promote that theory. I would say it does matter. Links are not all equal quality and it seems relevancy does matter. Both types of backlink should offer something but I would say relevancy is preferable

it does play an important role.
they have more weightage in serps.
but you can also get ranked by non relevant links in large quantities.

I will say very important.
Trust, Authority, Relevance, Age....
These factors are all imortant when building quality backlins.
But every link is counting, but not treated equal.
So backlink from SB sites will not have significant role in SERP's, but link from old and trusted, authoruty domain in that niche with right anchor will have great impact on your rankings. So try to focus your energy to build relevant and quality links, but always try to mix up low quality links with this super quality ones especialy if your site si new or have few backlinks.

Relevancy is Google's middle name! In fact, their original concepts back in the '90s were based on this and still are.

Your keyword anchor on a non relevant site = good, easy

Your keyword anchor on a relevant site = great, hard

Links from relevant sources are better. However, non-relevant sources are still good.

I rank number 1 for lots of keywords with no relevant supporting backlinks - they are all on random high PR pages which have nothing to do with my site.
