Nutra and sweeps are blackhat.

If you mean in CPA market, nothing. All are blackhat.

Verticals that are allowed to run ads on google, bing and meta ads are white hat vertical. Check their TOS to find out, they change all the time so TOS is the best place to get the up to date information.
