Does anyone still think that automated comment links still work as a link building tactic?

I manage a couple of sites. Many of them rank really well, and obviously those that rank well constantly gets comment spam. The comment spam is clearly because there are still "SEOs" out there that think building links with comment spam still works.

What are your thoughts? I would especially like to hear from any of you that still build these types of links.

I ordered 20k such links for an Web 2.0 property, just to see if there will be any result (positive or negative) - so far nothing, but is like 2-3 days since it was delivered, so now waiting.
 
They work more of a spam building tactic (for whatever use they have for that). 'SEOs' usually build them for their pbns and web 2.0s, not for their money sites (or so it think).

I've done the same, but years ago. Think it was in 2016. Got no results for months, and then suddenly a manual action about 6 months later. Even after disavow and trying to remove all the links that I paid for (roughly 8k links) the manual action was removed, but the site never regained its original rankings.

Its web 2.0 property (like blabla.blogspot.com or blabla.wordpress.org) so its quite different. Its not like blogspot or wordpress will get manual penalty.
