Well, I'm in Singapore. The only thing that isn't expensive here is the air. I am using some sort of hybrid gaming-server PC with extended ATI board, and too many SSD till I can't shut my casing off. Maybe that's why it cost so much, I don't have any accurate measurement though. I did a measurement of my home's electricity cost when I was in Vietnam for almost a month and the next month's cost and that was the difference. Maybe give take $10 for variations I guess.$70/mo for a general purpose PC for electricity is really expensive! Where are you located? I run 2 servers and it's about $20-$25 a month on 24/7 (they have a draw of 140w-220w, measured by killawatt). I pay about $0.14/kwhr in the US. They're headless so no monitor.
The throttling occurs on the ISP side, not sure how you as the client can pull down more bandwidth than what the ISP has set.
