Pretty sure I've seen themes just like that over at WooThemes, expensive though but worth checking out.

Thanks for the suggestions , but I'm no web designer! Also don't have the budget for anything besides a theme.

That's a very clean and extremely simple layout.

I know you said you're not a web designer, but if you can find a flash theme on one of those sites, you can rip it with a swf decompiler, give someone the pieces and have them change it for you

Yeah, that's a pretty standard layout these days. Check Elegant Themes. Their "Foxy" and "Nimble" themes can get you pretty close with just some color changes which are easy to do from the epanel.
