Does anyone know how to change a Facebook page name?

Hi, I heard you can change a facebook page name once for free after it got over 200likes, does anyone know how you do this? There is no option to click to change the page name, has anyone got a link to contact the people who deal with changing page names on facebook or a link that takes you to the page named change option? thanks
