Does anyone have any great theme editing software besides gimp?

i need something that's better than the gimp software so i can start creating great themes can anyone help me out with this i would really appreciate it?

There was a plugin for WP that i seen on WF a few weeks back , Lets you edit and create themes within minutes.

Pretty sure it was shared in the Download section
