These are called theme pages. There are thousands of such pages out there. Some of them have a network of multiple accounts with millions of followers. But there's a risk involved, if someone files a copyright dispute with instagram there is a chance they'll delete your account.

They buy fake followers and engagement to gain thrust from clients and sell them promoted posts. The thing is, they are scamming their clients since everything is fake. If you notice, the engagement numbers are always the same.
