I use tumblr for my web2.0 properties.
My tumblrs actually rank on bing.
But I use expired tumblrs, they are hard to find but do a decent job.

I think he's asking about end users, not spammers lol.
I don't think many people use Web 2.0s beyond SEO marketers, and even then, they're pretty useless for SEO unless you're selling on Fiverr, etc.

Tumblr is just a platform. If you manage to rank and drive traffic to your tumblr then surely you can monetise it.

I dont think that anybody using tumblr anymore... It was really popular for one time but it lost its power. Of course there would be some people to use it but its not like the other social media platforms.

It's not as popping as it used to be but honestly that's fine. With less popularity the userbase is far more concentrated into passionate users for various niches.
So if you look at Tumblr as a place to spam low effort posts to drive traffic, don't bother. If you look at Tumblr for specific niches with passionate users give it a shot.
