Does Adwords Display Network allow email capturing landing pages?

I have heard that you can not use search network for capturing email leads but how about display network? I have heard G is more lenient with that. I would be offering a free ebook in exchange of an email, standard stuff.

You're allowed to have a Landing Page pointing to for example a, Newsletter, signup page, or similar without breaching any policies. No matter if you use the Search Network or the Display Network.

What you cannot do is have for example a form saying "Fill out this and we will contact you". This is considered information harvesting.

Wow.. so what CAN I do? This is idiocracy.

You are allowed to advertise those pages through which you can capture the visitor email address, please pm me your landing page to see if it complies Adwords Policies.
