Does Adwords allow copying other competitor's creative?

Yeah you can but if he sees your AD and report it then you will have it take it down. I suggest make few changes and copy the rest.

You can do this. But as above said, don’t keep everything same as your competitor. Try to make some changes so that he can’t recognize that you have copied.

A quick rewrite and color flip is usually enough to keep you safe. word to word copies are usually caught quickly.

Even if you could copy their ads 100% it makes no sense to. The whole point of Adwords is to get a BETTER click through and conversion rate than the competition. If you copy their ads you'll get the SAME rates, and somebody else will climb over top both of you. Use theirs as a starting point to look for phrases or keywords that improve click through and test to see what you can learn from it that can be further improved.
