For any of the PPV networks, when my ad pops, does it act like a click on the url and drop a cookie in the users browser, or do they need to click a link on the landing page?

Well that all depends on WHAT your ad is. If you popup your affiliate URL then yes they will most likely get the cookie. If you just have a landing page with links to your affiliate URL they wont get a cookie unless they click.

Wow. Can anyone confirm that? Somehow I think you're mistaken, but are you saying that if I Direct link to an offer with my aff. link, it will drop a cookie without the user clicking?

Yes it will drop the cookie, but beware of the referrer, as it will be from the traffic source.

Check that merchants will accept the traffic (read the network TOS and merchants TOS)

Using merchant links direct with several major networks=ban

I always make sure the CPA network accepts PPV traffic for the specific campaign. But I really thought the user had to click on my aff.link on the pop-up for a cookie to get dropped.

The page opens meaning whatever is in the code on that page is being executed.

When I open a page in a browser manually, links on that page don't automatically get clicked, so I don't follow you.

NM: I guess if I'm direct linking with my aff. URL then that does get executed.

Like bizcredit already explained, if you load the affiliate URL in the popup, a cookie will be dropped. If you load a landing page with links on it (as it seems like you're talking about), a cookie wont be dropped unless someone clicks the link.

Right. Duh. Of course. Well certainly makes the idea of direct linking even more attractive. Especially if you can load a long lasting cookie into someone's browser in a highly targeted fashion.
