This is a common side effect of aggressive link building. Sometimes it results in positive aftermath other times it can be very damaging. It really depends on the situation.

If it lasts for a few days and settles above where you were prior that's good. If it continues to dance for 1mo+ then you were likely penalized and should change your strategy.

Usually, when I see my SERPs dancing and I have done some link building, this is a good thing as when the SERP settles, it is usually at a higher ranking then when the dance started.

I recently came out of a two-month dance after some aggressive link-building. The site was sitting idle for a year before I began building links, so that's what caused the dance. I didn't really do anything to get it out of the dance, I even stopped building links and stopped adding content halfway through it (which I've heard is the worst thing you can do).

From what I've heard, as long as you are not deindexed, the best thing to do is to keep building links and adding content. You should eventually come out of it.

To add to the above post, I would say the dance is triggered by an increase in link building activity. As long as you continue your link building through the dance (such that the backlink growth will seem organic/viral), then you'll be fine.
