Does a cloak hosting slow/ stop google from indexing websites ?

Just wondering, I currently have a good quality domain that is hosted by cloakhosting. After submitting the sitemap, there is 40192 noted by google. However, when I check using the site: command, I only see about 2200 pages are listed. Any ideas if having my website hosted by a cloak hosting service slows down thier indexing ? Would moving to a normal hosting provider like bluehost be a better proposition for me ? Other than using cloaking servers for PBNs, what are the other advantages ? Does it make it harder for our website to be hacked ?
