Do your Tier 1 Links have to be relevant?

Do your Tier 1 Links have to be relevant to your money site? I know unique and wordy content is a big factor, so what if I wrote articles that are unique and wordy but aren't related to my money site? Will it still help me get my SERPs for the keywords I want if I spam with Tier 2 links?
 
unique articles give traffic too... dont use unrelated articles to build T1. its nto advises. yes you can spam your T2 if you dont care to maintain quality of T1.
 
It's better to have relevant content in tier 1. For tier 2, you can use less content related tasks like social bookmarking, profile links,etc
 
It is obviously better to have relevant content as tier 1 but there is leeway. Let's say your niche is laptops, tier 1 with content about electronics should be fine. Just don't make too many that aren't relevant to your niche to be safe. Google does care about relevancy.
 
to be honest relative tire1 to money site would gave better results, but as experience shows i have tire1 not just un-relative but in like asian languages while money site English only and is ranking pretty good, all I can say, is depends how powerful ur tire1
 
Relevant content is best, but good generic content won't hurt either
