I feel like your tier 1 would be the ones you don't want to vary your anchors and tier 2-x would be the ones to use generic anchors. Thoughts?

Realistically, you should be using generic anchors on all tiers.

This

To emulate a natural link building profile you need to vary your anchor texts and use generic anchors too.

'Generic anchors' are any anchors that work in any situation and don't contain any keywords or URL references. I.e. 'click here' etc.

'URL/naked' anchors are the URL/domain names used as the anchor.

These videos go into depth about anchors and anchor metrics:

Regarding the original post:

1st tier links are direct-links, so they're the MOST important to build diversity into.

Yes, I do that, and it makes perfect sense too. As someone else said, have a decent mix of all kinds of anchors on all your tiers, not just the first tier or the second tier.

I use generic keywords on tier 2 not 1, tier 1 is the most important so i keep my keywords on them.

I put generic URLs in T1 and T2. I usually have more generic in T2 to make a healthy link profile (with plenty of generics + URLs ETC)

I use
1. Target Keyword
2. Generic Anchor(Click here, go here, check out, more info, The website, etc.,)
3. Brand Name (website)
4. Nuke URL(exact URL with and without "www")

If I'm trying to build web 2.0s to an inner page of my money site, a generic text is okay to use? What is telling google that this link should be ranked for x keyword then?

eg. mysite.com/cars anchor text is "click here". I want it to rank for cars. Is the on page seo enough to tell google this page should be ranking for cars?

You always want to vary your anchors since Panda for your Tier 1. I had several sites that I was working on get sandboxed even though they all had original content. Once I starting picking the differences between the sites that still kept their ranks and sites that fell, and it became obvious to me. By fluke, because I was working on multiple related keywords per URL (because I wanted more traffic), I avoided being penalized because it looked more natural.

Think about it, how natural is it for a website to have 100% of inbound linking containing the same anchor text? Remember when Google penalized for keyword stuffing? Panda was the same, but for Anchor Text.

However, don't just use generic text + keyword as your anchors.
What I do:
Say I want to rank for the keyword "buy iphone 6".
I go to AdWords Keyword tool and put that KW in the lookup box. Then, I select the top 5 related keywords that Google gives me as suggestions. **Make sure you're sorting the suggestions by "Relevance" **

Then, when I do my link-building I use 30-40% of my money keyword, and the rest related keyword which I got through Adwords and generic terms like "Click Here" etc...

For my tier 2 links, I go back to AdWords and use the related keywords to produce even more keywords. I take about 50 related keywords from AdWords Keyword Tool, and use those as anchor-text for my Tier 2.

This has yield very good results across different link-building methods (i.e. high pr, original content, spun, cheap links, outsourced, and etc). Works for me like a charm.

use this my strategy

target seo forum

t1 = domain+keyword ( blackhatworld best|big|biggest|etc seo forum)
t2= a href=domain keyword blackhatworld best seo forum
t3= keyword  seo forum

this strategy have been tasted with extreme keyword
