Definitely, no harm is using them and it's a feature so why not make the most of it?
 
I use it for the users, but I noindex tag pages. I dont think there is any use to those being found in google.
 
Yes and no, depends on the site. Some of my sites have tag pages with 1000 words on them for ranking, other sites have no-indexed tags. And on most, I don't use them at all.
 
No. if you not really know how to use it, better leave it alone.

I want the right pages showing, not many pages
 
While checking the page keyword density tags help in that.They are good as far as I know.
 
If there is tag features, I would definitely use it. Does it really help?
 
Tags are not for SEO, you make it for easier search by theme for users
