Manual written article would be considered best, you could use cheaper services to write article (also quality ones) like iwriter.. there are also many similar good sites that provide cheap , quality articles...

I pay around $12 for 1000 words of content, but only I buy article for tier 1 and use the same article spun version for lower tiers.

Both depending upon the quality of the network as well as my purposes over a period of time. Important PBNs always get unique content.

As suggested by some build up your T1 into 'proper' sites.

It may not be them all but if they can 'wash their face' then surely that's the waysn't the to go.

For the ones that you don't want to be built up I'd suggest make them half finished - ie a hobbyist that gave up!
