It has gotten way more difficult. I've basically not bothered with SEO for quite some time now, but I'll be building a PBN soon as it seems the only way that still really works. You can read all the useless double speak of John Mueller or Ilyes on seroundtable for years and still be a completely clueless lol... only the true blackhats will succeed in the future. Especially with all the crap Google shoves into all the search results.

easier because pbn still working fine for some niche. I see alot of Blackhat sites out ranking aged whitehat sites more recently. Google becomes dumber for some reasons

It has not had any real major change in over a decade, it is easier probably due to people quitting and millions of scammers selling nonworking SEO.
The work is easy, its harder to sell the service due to the well being poisoned by scammers but that's it really.

It's more like getting costlier. You need a good budget if you want to crack good keywords.

I guess, it depends - white hat got more easy, white hat methods do actually work in the high competentive niches.
Blackhat became a bit more difficult, a bit more technical - but is basicly really much faster, to earn some k in a month^^
But this involves more then just installing Wordpress and spaming links (wich still works and the November Spam update even made it better^^), but you might need to go on big scale, handling some k Domains and managing all of this means some technical knowledge and coding as well. You might need to cloak the shit out of the clicks, you want to be anonymous, in most cases, cause of legal stuff, all of that made black hat harder - or perhaps just more professional.
