I think that in such case you can just lower the amount of linkbuild to do. In order to hold your position.
If you'll stop doing it at all you'll lose your positions and it will be harder to get back again.

If I have some keywords in TOP 2/3, I would definitely continue with linkbuilding...
If I have some keywords in TOP 1, I would stop linkbuilding...

As my opinion Not to stop Link building in any conditions, because it's a one of most important ranking factor in SERP. We doing link building for getting Backlinks from high PR or aged domains.
