Do you save PR0 and N/A For Link Building ?

I am confused here should i save PR0 and N/A for Tier2-3. Will this works for indexing backlinks ?
 
yes, such backlinks can help for indexing. Having N/A or 0 PR it doesn't mean the link is not indexed or crawled..
 
So is it best for only T2-3 ?
 
My opinion -> If it's indexed, relevant, and has less than 30-50 OBLs, get a link from it.
 
Yeah they're best used in upper tiers. However, even PR-0 sites can be used in T1 as well, depending on what you're trying to rank. Even tho they're PR-0, these sites still pass some link juice down the tiers.

I'd never build N/A if it could be avoided tbh.

I've seen PR0 sites rank for very expensive keywords. Don't take PR too seriously, it's often lagging(several months in fact) and the real PR and ranks may be much higher.
 
It's worth remembering that PR is updated something like 4 times a year, just because it isn't showing any PR doesn't mean that its not passing authority.
 
Just because the link is PR0 now, doesn't mean it won't be after the next update. If you wanted to, you could always build some links to the PR0 site, raising their PR the next update - giving you better results in the long run.
