If you just need landing pages, i.e html static landing pages, a cool tool that does it with amazing power to creative layouts is Brizy Cloud - creates html static pages that you can manage from their cloud and sync and avoid deployments. Like a cloud based page builder from a central location.
If you need multiple sites on a CMS, or if they could be on the same domain, either domain.com/site1 or site1.domain.com you can try to experiment with WordPress Multisite and really quickly zip up pages in a page builder, elementor too. With mutlisite you only need one Wordpress deployment and not one for each case. You can even masq the url on the DNS/Domain level if you have multiple domains registered.
Not sure what it is that you want to do or budgets.
If you what I mentioned is aligned with what you need to do, then you will need some VPS or cloud instance. Cheap I know is hetzner cloud for 2.5euro per month.
But you may need something like Kartra that creates the landing pages for you and its all inclusive. Sounds like maybe this could be a better option for you to not mess with hosting, CMS etc as there is a lot more needed to maintain a site(s).
I want to get started with cpa. small budget but I want to just get to earning without learning how to make websites and everything. I would rather spend my time marketing my niches and making videos than playing around with websites.
should I just get hosting and a domain and the install a blogging WordPress theme and make each niche a new blog post?
Earning without learning, huh?

It is your choice if you want to make a multiple-niche website or a website for each niche.
BUT, I really recommend you to start with a separate website for each individual niche at the beginning. Because you already said that you're not going to learn how to make websites and etc, and it's not too easy to manage a multiple-niche website. I would also follow AceCanoe's advice above.
whats your prices?do you need a new website for each niche landing page you make for CPA?

Its a page builder to create any page layout and then host it too in their cloud.just tried brizy for about 3 hours. completely a waste of time, as expected.

What more were you expecting? Are you looking for flows to create funnels?
We're guessing here by your comments. Add some meat to your comments if you really need help.
Its fine if you want to keep the template and change nothing and you have exactly what is needed such as a video or the right size images etc.
If you want to change anything around you'll be spending 20 hours per website and it will still look amateur.

If you will be locking multiple items like books, games, themes, plugins, images etc
Just get one site that will apply to just downloads e.g. filehunter.net or something none niche specific.
Then have a separate post for each thing you lock.
If however you are just doing one niche like only games or books then you should have a niche specific e.g. bookhunter.net
Then you can go one step further and niche right down like Roblox downloads then you'd obviously want a Roblox related domain.
I'd recommend using thrive architect to build and save a template to use for every page.
