Does enyone know any network that payes a fixed amount for referring webmasters?

For example I saw in the past some adult networks/chat network that payed a fixed 5$ amount to refer webmasters

Does anyone know such sites ? ANY niche , it doesn`t matter USA or International one

Are you wondering because you are a webmaster and are in need of work? Or do you want the affiliate commission for referring webmasters. I'm not clear on your question.

Well it would be case 2 : reffer webmasters to earn commission

I dont really. They all pay commission from 4% to 10% mostly. Well the reason is if you bring good people youll earn much more from % and if you planning on fake refferals why would they pay you anything
