Do You Hire Freelancers to Do Projects?

I have so much going on with my 9-5 job and trying to reach my goal full-time with affiliate marketing. I make good money as a affiliate and was wondering if it would be worth it if I just hire someone to do all my task I do daily. Do you affiliate marketers earning a full-time income hire freelancers to do your task? What is the average monthly salary should I offer to a VA for things like seo, content posting, uploading videos, etc.? Any advice on what countries you recommend... I'm sure every country has it flaws but I would need to have someone understand assignments.
