Do you have to "maintain" your web 2.0 properties?

I'm a SEO newb and plan on outsourcing all of my SEO.

I'm leaning towards link wheel method. If I outsource it and once the job is done, do I have to maintain the web 2.0 properties to keep up the link juice from those properties?

It is convenient to reuse web2.0 properties (unless you're using software that doesn't do it for you).

If you have a money site that gets a new post occasionally, why wouldn't you want to create a new post on your web2.0s promoting the new page?

Updated sites are considered more important to Google, and most likely pass along more authority to your money site.
