Do you have to be a software developer for PPI?

Like, what do you guys do if you don't know much about developing exe files? I have pdf files and video files that I was wanting to use with PPI, but from what I understand, I need an exe file. Would you guys have any suggestions for how I would proceed with that? I'm assuming I need some type of Downloader that I can throw my file in, but I can't seem to find any online.

No, Mediakings lets you just rename your link and it'll rename the installer. You don't need your own program.

RevenYou let's you to upload your file and everytime you get an install - you get paid + the guy who downloaded the file can see that pdf file. Hope I helped.

With some networks, you'll need your own program. With others, you can have your own program. With the rest (e.g. MediaKings), you can't have your own program, you simply rename your link as mentioned above.

If you want to distribute files, why are you using PPI? Just use PPD

Try to convert your stuff into exe, I think there are tools around let you do this.
video to exe, pdf to exe etc, just google around.
