I also had the same situation as you. Lately, Meta has been quite 'strict'; test campaigns spend, but the main campaign refuses to spend.
Try switching 2–3 ad accounts and changing the Page to see what happens. If it still doesn't spend, the problem is most likely with the campaign itself.
