Do you create a following/mailing list and keep selling to it?

One of the methods many IMers talk about is to have your mailing list of the niche you are in, so you can constantly sell to it? For all your Bhatters out there, do you do that too? If so, what tool do you use to create mailing list, are there free ones? other than the industry leader like aweber??
