CTR is a thing but it is very difficult to deliver because there are many variables involved. Most sites simply don't deliver, but don't make you to doubt about the process, but the system.

it's just a referral traffic. for unnatural links I think there could be problems. but for ctr I am not sure. it's just people visiting your website

Make a couple of posts in relevant forums and you will get real traffic and CTR. Or use Xrumer to create these posts automatically. These will impact your organic traffic as well.
