If you are paying someone for backlinks that is blackhat.

That seems to be the case, according to g00gles guidelines. That said there are some risky link building services and others that are less risky. I have found a couple services that seem to do real outreach.
I think one advantage to this type of link building service, is if they can find solid websites to get links from, the backlinks can appear more natural than doing it with a service that may use the same writers and the same sites for a lot of their links.

Whitehat means no link building. Is there any whitehat link building services here? I doubt that.
One is something that can get you a penalty from google. The other isn't.

If you are doing what you are doing JUST to get a backlink then yes you're right. But if you are a BRAND than you can obviously promote your brand, and if you happen to get some backlinks then no big deal is how Google would look at it.
What about if me and my friends who have review blogs in the same niche decide to exchange backlinks? Is it safe to exchange links like say once in 2 months. Links will be included before a quote from the other blog. Sort of like how at the back of certain books they have a quote from a review by popular magazines or newspapers

According to google any form of link building is blackhat .... lol Unless of course it's outreach but if you're paying someone (nearly 80% of the time) definitely blackhat
