Yes and no.
No for more than 99%.
Yes for the rest if you afford paying over $100 for a submit. There are exceptions. I'm sure no one can argue that a link from botw directory would do any harm.

They can't harm, if they are from non spammy directories and competitors ranking on first page have them.

Submitting to hundreds of BS directories does not work
Getting listed in a couple of quality directories is good but remember to vary your anchor text
