If there is major violation in terms of content, they will surely delete the account.
What if after deletion someone submits a appeal? Can the deletion be changed?

I have an account that got suspended since 2021, but I can still open it and all my tweets are still there. So I don't think they delete it.

If an account is deleted for any reason, I don't think it can be easily recovered.
There can be exceptional cases. But they will treat all accounts same, if data is deleted all accounts will follow same.
