Do they make only calls now?

I am trying to sign up some accounts for marketing, and I bought some phone numbers for sms. But Twitter always going to call me for verification. Do they only accept phone calls for verification now?
Is google voice okay for doing this? If I buy google accounts, would they suspend it when I log from vpn or tor?
