do single keywords count towards long tailed keyphrases density?

lets say i have

"hotels in new york" as my long tailed phrase at 2%

& i use "new york" & "hotels" seperately in different sentences.

would these count towards the density of my long tailed key phrase?

I know "hotels in new york" would count towards "hotels" & "New york" density but is it the same the other way around?

It would not, it will only count towards your long tail density if those words show up exactly in the sequence as 'hotels in new york'
