Do short duration videos rank the same as longer?

Say there are 2 videos, 1 short duration, the other long duration both having 500 views.
Will the short duration rank lower because short duration videos get more views?
I'm talking about the algorithm not about how many views it has.

If the videos had the same EVERYTHING, whatever one with the higher retention rate SHOULD typically rank higher.
