Do Services Exist for Managing Google and Instagram Advertising?

Working with advertising knowing what to target, who to target, and how to setup and study data using google ads, instagram, and getting results is not my thing, does such service exist of people who can do this for you?

Also VERY IMPORTANT if it does do you recommend anybody if so why?

You'd be better posting a HAF (hire a freelancer) thread and indicate exactly what you expect, whether you have an account or need that, too, and the industry you work in.
