Do SEOs focus too much on links?

I use yoast for on page and freelancer for off page. Freelance is building links for last 2 months but not much results.
 
I have found that with a content heavy approach that my site has started to rank organically in the first couple of months post launch with a very limited backlink profile. Each of the pages has around 800 - 1,000 words of unique copy on it and the moz PA of most of the pages is around 20-25 while the Domain authority is only 9.

Good Content And Quality backlinks is the key to work on.
 
Good contents without backlinks is like a car without engine. If you want to rank on Google, I strongly recommend good backlinks; contents alone can't get you there. Google gives prominence to unique backlinks, that's why you'll find some sites with average or even substandard contents ranking high on Google, just because they have strong backlink profile.
 
The very first thing you have to Optimize On page well & then focus on links. This will help you get ranked in search engines.
 
I would personally like to say: YES. Spending 5x more on links than needed because there's thin content on the target page. Add more content and spend less on links. But then again, arguing over Off Page VS On Page is like arguing if you need an engine or a steering wheel to drive a car. You need both.

Steering wheel = onpage, engine = offpage

On-page optimisation is as important as backlinking. But yes, you need to make your website ready for Google to crawl.
