Do SEOs focus too much on links?

I tend to agree that Google focus too much on links and which is quite important for SEO, but creating the content that earns those links is very important as well, right?
Backlinks or On-page optimization - what's more important in your opinion?

Both strategies are important.
It's should be made both in good quality.
But first you should work on web page content in my opinion.
 
As an SEO specialist, I would go for on-page optimization and pair it with good content that people actually want to read.
 
I would personally like to say: YES. Spending 5x more on links than needed because there's thin content on the target page. Add more content and spend less on links. But then again, arguing over Off Page VS On Page is like arguing if you need an engine or a steering wheel to drive a car. You need both.
 
Backlinks are important but they are not the only factor that's important. With proper on-page SEO and high-quality backlinks, you can get a lot.
 
Backlinks are very important however as you say you need good content to attract links(if you stay very whitehat) in all honesty backlinks are essential but so is great on page Seo Ignore either and you will not progress as quickly and you could

Well its not like you one has to be better or important, both these things are equally important and there is no way anyone of these can be undermined.
 
Links are important for me but local citations makes more benefit for my website it drives quality traffic.
 
Pretty sure that backlinks are the most important part when it comes to ranking.
Let's not forget that are a lot of examples when they rank only because of the backlinks and authority with 0 onpage optimization.
 
1. Good content
2. Quality backlinks
and then On site SEO ( Kwd's, headings, interlinks, design, speed).
 
Although both are important, you can not go for off-page SEO unless you do the on-page optimization.
 
This is a big fact, On page & Off page, both are important with each other. If we talk about backlinks so backlinks play an important role for SEO.

Quality links are important & helpful as Quality links drive traffic and help to gain more.
