Do replies to threads count towards 15 Post Quota to PM

To pm you need 15 posts, but whats not clear from the rules is whether thats 15 threads or post in general?

Yes, replies in a thread counts, except Lounge threads.
But don't spam in order to get to 15 posts just to PM people, because staff deletes useless responses.
